The shortage of coins in Siberia and the presents of copper in the Kolyvan pits lead to the 1763 decree (ukase) authorizing the establishment of the Kolyvan Mint and the production of coins. Trace amounts of silver and gold resulted in a 25/16 ratio of Kolyvan to regular copper value. After 1781, coinage of regular copper issues were produced at the mint until its destruction.
